Go ahead and disable all the other Server services too, then close Server.app If you have a working Server.app already, you need to open it, get rid of the Open Directory (if any), then disable Open Directory entirely.So, here's a list of things to try, which actually worked. Eventually I found my way to some really obscure usenet posts from ages ago, which solved it. But, I paid $20 for this, so I persisted. I tried most of the solutions I found, with no success - deleting everything in /Library/Server/ didn't do it like most posts said it would, and so on. To upgrade your Server data, you will need to install an older version of Server and OS X. This version of Server does not support upgrading the Server data on this volume. This machine was upgraded from Lion, so apparently still had some server components in it. I ran across this while setting up macOS Server on a 2011 Mac Mini running Sierra.
